Position Summary

This is a uniform optional position, operating under the general direction of the Chief of Campus Safety. The Deputy Chief of Campus Safety assists the Chief of Campus safety with the work of the Campus Safety Department, including campus security, fire, and life safety, emergency preparedness, electronic security systems, patrol operations, investigations, community outreach/crime prevention, recruitment efforts, compliance requirements, and communications. The Deputy Chief of Campus Safety leads the university's Incident Management Team, acting as the Incident Commander when the Chief is unavailable. The Deputy Chief leads the active threat response program at the direction of the Chief and is responsible for the preparedness and execution of the active threat response team. The Deputy Chief is the secondary liaison with the City of Denver Police, Fire, Emergency Medical Services, and Emergency Preparedness Departments, and other external law enforcement, government, and public safety entities. The Deputy Chief will assist the Chief to overseeing the DPD off-duty units that are assigned to the university seven days a week and help coordinate a response to off-campus crimes. The Deputy Chief of Campus Safety is skilled in trauma-informed approaches to gender-based violence; has an appreciation of the culture of a university campus and the diversity it reflects on numerous dimensions; is analytical, creative, and forward-thinking, with a customer-oriented approach; maintains strong interpersonal and communication skills; and demonstrates a commitment to training and leading a staff dedicated to building an equitable, diverse, and inclusive environment.

This position will work in-person on the University of Denver campus.

Essential Functions
  • Assists the Chief in planning, organizing, and directing the operations, activities, programs, and functions of the Campus Safety department and consistently promotes its mission.
  • Provides for the delivery of campus safety services to the university community designed to promote a safe and secure environment for all constituents, to include emergency medical services.
  • Serves as the acting Chief Campus Safety Officer of the university when the Chief is unavailable and is responsible for protecting life and property, preserving the peace, maintaining order, and directing the enforcement of all federal, state, and local laws within the jurisdiction of the university and university regulations.
  • Expected to play a significant role in community engagement efforts, working closely with the Chief to strengthen relationships within the university and local communities.
  • Serves as a key participant in the emergency management plan and coordinates with university stakeholders and provides guidance and direction in emergency preparedness planning and implementation.
  • Advises the Chief on and assists in implementing the university's policy regarding public safety, law enforcement, traffic and parking, and emergency preparedness.
  • Enforces departmental compliance and maintains sufficient knowledge of federal, state, and local laws, case law, and regulations relating to law enforcement and criminal justice methods and practices, including rules of criminal procedure, laws governing search and seizure, and rules of evidence.
  • Leads the active threat response program and liaises with the mental health response program to ensure cross-program functionality and effectiveness.
  • Manages, at the direction of the Chief, all aspects of compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act and all associated regulations.
  • Manages all aspects of the departmental accreditation process at the direction of the Chief.
  • Assists the Chief in establishing goals for implementing department values, philosophies, and principles that improve quality of life in the community and the workplace.
  • Assures a structure and systems that address department and community needs.
  • Holds employees accountable to standards of conduct and performance that have foundations in sustained professional excellence regardless of adverse internal or external conditions.
  • Manages video systems and electronic access controls across campus to ensure equipment functions properly and is appropriately developed and maintained.
  • Promotes public cooperation and goodwill.
  • Coordinates the departments activities with other agencies concerned with law enforcement, criminal justice, and public safety.
  • Attends and actively participates in county, area, state, and national professional associations and criminal justice conferences and meetings.

Required Qualifications
  • Bachelor's Degree or equivalent credit hours with an emphasis in Criminal Justice, Police Science, or Security Management, or 4+ years of related law enforcement/campus safety experience and/or training; or equivalent combination of education and experience.
  • 4+ years of experience in the management of personnel
  • Must possess and maintain a valid Colorado drivers license and be insurable under University guidelines; or obtain a valid Colorado driver's license within the required time frame
  • Pass a job-related skills examination
  • Must successfully complete and maintain certification in Basic First Aid/CPR/AED, Defensive Driving, and PPCT (Pressure Point and Control Tactics)
  • Must pass a complete background check to include criminal, motor vehicle report and verification of employment and education
  • Must pass a psychological evaluation to determine emotional stability and psychological suitability for the job.
  • Must pass a pre-employment physical, drug screen, and human performance evaluation administered by a University-approved physician.
  • Must maintain physical fitness standards to ensure the ability to apprehend and detain suspects physically, provide emergency and protective services, and conduct other physically demanding assignments.
  • Possess or obtain a City and County of Denver Armed Guard License within 3 weeks of hire.
  • Must successfully complete a non-lethal (taser) certification course.
  • Must successfully complete weapon qualification and Active Threat Response training.

Preferred Qualifications
  • 5 years of progressively increasing responsibility in managing a multi-department operation
  • 5+ years of experience in the management of personnel
  • Experience in budget management

Working Environment

This position may be assigned to any combination of hours the Chief of Campus Safety assigns. The Deputy Chief will be considered essential personnel and may be called upon to work additional hours to cover shifts or provide special event coverage. This position will work in-person on the University of Denver campus.

Physical Activities

It is the policy of the Department of Campus Safety (DCS) that all DCS personnel are required to have a City and County of Denver-issued Security Guard License for their position and must successfully pass a job-related human performance evaluation as part of a conditional offer of employment. The human performance evaluation shall be administered by an approved University of Denver medical provider and will consist of an evaluation of the following:

  • Lift/Carry: Transfer traffic cones to/from the area of need (10lbs) Distance: 5'
  • Carry: Transfer fire extinguisher from wall cabinet to area of need (15lbs) 1x in 5 min
  • Lift/Carry: Transfer traffic barricades to/from the storage area, patrol vehicle, area of need (27lbs) Distance 10'
  • Push/Pull: Open/Close parking lot roll gates; must open building doors (15lbs) 1x in 5 min
  • Push/Pull: Drag incapacitated person out of harm's way (65 lbs.) 1x in 5 min
  • Climb: Must access the 10th floor of campus interior structure during emergency calls when elevators are locked out; must patrol stairways; must pass performance-related test (60 steps in under 5 min)
  • Climb: Must access rooftop hatches, rooftop of parking lot. 17 x in under 5 min. (Ladder)
  • Dynamic Posture: Must respond to first aid/medical assist calls, perform CPR. Forward bend to reach a point (1" from floor) 1 x 5 min

    Specific vision abilities required by this job include correction to 20/30 vision, close vision, distance vision, night vision, color vision, and the ability to adjust focus. Must also possess the ability to hear, for safety reasons inherent to the jobs essential functions. Must maintain fitness standards to ensure the ability to apprehend and detain suspects physically, provide emergency and protective services, and conduct other physically demanding assignments. While performing the duties of this job, the employee is regularly required to stand, walk, and run, climb stairs and routinely lift and move 50 pounds. During emergencies, this position may be required to move incapacitated individuals away from dangerous circumstances.

    Work Schedule
    M-F 8:00am-4:30pm. This position may be assigned to any combination of hours the Chief of Campus Safety assigns. The Deputy Chief will be considered essential personnel and may be called upon to work additional hours to cover shifts or provide special event coverage.

    Salary Grade Number:
    The salary grade for the position is 14.

    Salary Range:
    The salary range for this position is $110,000-$120,000.
